Ms. Gulmina Bilal Ahmad, Chairperson NAVTTC, attended a policy dialogue today as a distinguished speaker titled “Budget and Barriers: Rethinking Inclusive Girls’ Education Financing in Pakistan,” organized by the Pakistan Coalition for Education (PCE) in collaboration with the Malala Fund Pakistan.
The dialogue aimed to unpack key barriers hindering girls’ education — from inequitable budget allocations and inefficient utilization to inadequate facilities, safety concerns, and recurrent climate disruptions — and to identify actionable, evidence-based solutions for more equitable investment in girls’ education.

Pakistan TVET Reform Support Programme

Executive Director NAVTTC represented the National Vocational & Technical Training Commission, highlighting Pakistan’s ongoing collaboration with Germany in advancing the TVET reform agenda. Executive Director NAVTTC briefed that NAVTTC has developed an innovative outcome-based financing model — the Pakistan Skills Impact Bond (PSIB), which has been formally approved and endorsed by the SIFC, Finance Division, Planning Commission, Law Division, and the Economic Coordination Committee (ECC).
